Who did the town actually hear?
The town is deciding about a new skate park. It can listen in several ways, and each way reaches different people: an evening town hall hears seniors and misses shift workers; an online survey hears teens and misses Elders. Pick the methods and watch who is heard. The score that matters is the group heard LEAST. Reach rates are simulated.

Notice that no town method reaches the First Nation well. Its members are heard when the town goes to the community and meets with its council — government to government. That is what consultation looks like when it is done right (B3.5).
