Grade 5 Social Studies · nothing is recorded

Build a plan with names in it.

Pick an issue. Choose the actions. The plan fills in by who does each one — federal, provincial, municipal, the Indigenous government, citizens — and adds up the cost. A plan is complete when every government the issue needs has a job and citizens do too. Some actions sound good and do nothing; the bench says so. Costs are simulated.

Not a plan yet — a column with a star is empty

For water on a reserve, the Indigenous government must lead; for child poverty every level has a piece; for emissions the town and the province act while Ottawa sets the standards. “The government should fix it” has no column (B1.2, B1.3).
